This airport has a long history of noise concerns and
noise abatement actions. Originally developed in 1930, Burbank became an
important secondary air carrier airport for the Los Angeles metro area in
the 1970s. The surrounding area had long since been heavily developed, and
noise conflicts with the local community were a regular part of the local
aviation scene. Several noise abatement measures were put in place in the
1970s when the Burbank-Glendale-Pasadena Airport Authority was formed to
purchase the airport from Lockheed. The Airport Authority initiated a
residential and school sound insulation program after completion of its
first F.A.R. Part 150 Study in 1988. The Part 150 Study Update has been
focused on an evaluation of the current noise abatement program and the
consideration of additional noise abatement and mitigation measures.
Particular areas of interest include the potential effects of additional
airport operating regulations, recognizing the requirements of F.A.R. Part
161, and potential enhancements to the sound insulation program.
