    The Master Plan Study provided detailed market analysis for improved commercial services. DBQ maintains more than 40,000 annual enplanements while competing with other regional commercial airports at Quad Cities and Cedar Rapids. The study concluded that the commercial airlines could attract additional passengers with improved services. As a result, the recommended plan included the replacement of the existing terminal building to better suite the needs of commercial operations in the future. The recommended plan proposes the development of a commercial passenger complex between the two runway system. Other improvements aimed at meeting corporate aircraft operators included extending the airport’s primary runway to 7,500 feet to fully meet the needs of increased business jet activity. The plan also proposed improvements to meet FAA design standards for runway safety areas and improved instrument approach procedures.
