French Valley Airport was built in the 1980s. Since
then, this area, midway between Los Angeles and San Diego, has been
experiencing rapid urban development. County and local municipal officials
see the airport as an important part of their plans for economic
development in the area. The Comprehensive Airport Land Use Plan (CALUP)
was concerned with adapting the County Airport Land Use Commission's
policies to a situation unlike any at other County airports. Most of the
area around the airport had received specific plan, and in some cases
subdivision, approval. The CALUP policies were adapted to recognize these
vested rights while still providing for necessary airport compatibility.
