Holbrook Municipal Airport is located along the busy Interstate
Highway 40 corridor in northeastern Arizona. The Master Plan gave specific
attention to reconstructing and paving the crosswind runway. The Master
Plan proposed shifting the runway to the east to ensure all runway safety
areas were located along airport property and adjacent development was
not located within the approach surface. An orderly development of the
existing terminal area was proposed which included the development of a
terminal building, hangar lease parcels, aircraft wash facility, and aircraft-only
recreational area. Both non-aviation and aviation-related development parcels
were also planned to generate additional airport revenues and support local
economic growth. Concurrent with the Master Plan was an extensive environmental
evaluation of the proposed development program per National Environmental
Protection Act (NEPA) guidance.
