This Noise Compatibility Program Update assessed new noise abatement procedures prior to the opening of the third parallel runway as well as the increased operations levels during the past 10 years. These new noise abatement procedures include departure turns for both turboprop and turbojet aircraft, a side-step arrival procedure for the new parallel runway, and use of new technology (Differential Global Positioning Systems, Area Navigation, and on-board Flight Management Systems) to better define existing and new noise abatement procedures. Several noise abatement recommendations from the original Part 150 Study prepared by Coffman Associates were also recommended to be continued. Land use recommendations included expansion of the sound insulation program, dwelling exchange program, general plan amendments, building code amendments, and implementation of overlay zoning.
