This Master Plan focused on landside development areas for this constrained general aviation airport. Physical development constraints included public access roadways, the Santa Ana River Basing, a floodplain, and land use zoning for habitat protection that prevented expansion of the airport boundaries. Alternatives focused on balancing aircraft storage areas with new commercial general aviation facilities, a relocated terminal building, an airport maintenance facility, consolidated fuel storage, and an aircraft wash rack. Specific attention was paid to protecting the instrument departure surface as required by Change 12 of the Airport Design Advisory Circular. An economic benefit study was prepared as well as an environmental overview. Land use compatibility recommendations were also made.
